Environmental Site Assessment

Coastal Testing Laboratories provides comprehensive Environmental Site Assessment (ESA) services to help clients evaluate environmental conditions prior to property acquisition, development, or redevelopment.

Our experienced team performs site reconnaissance, readily available records research, and interviews to prepare Phase I Environmental Site Assessments in general accordance with ASTM E1527-21.
If a Phase I ESA identifies recognized environmental conditions, CTL can perform a Phase II Environmental Site Assessment, which may include subsurface sampling and laboratory testing to evaluate the presence and extent of potential environmental impacts.

Whether supporting commercial, industrial, or municipal projects, CTL’s environmental professionals prepare reports intended to assist clients in making informed decisions regarding environmental conditions and associated risks

Phase I ESAs (Due Diligence)

We provide rigorous due diligence in accordance with ASTM E1527-21 to identify Recognized Environmental Conditions (RECs) before you close on a property.

  • Historical Records Review – Evaluating past site use and regulatory filings.
  • Site Reconnaissance – Visual inspection for potential hazards and contamination sources.
  • Desktop Studies – Cost-effective screening for early-stage planning.
  • Risk Evaluation – Identifying liabilities to protect your investment.

Phase II ESAs (Subsurface Testing)

When potential risks are identified, our team moves quickly to perform targeted subsurface sampling and laboratory analysis following ASTM E1903-19 standards.

  • Soil & Groundwater Sampling – Targeted drilling to confirm or deny contamination.
  • Monitoring Well Installation – Long-term groundwater quality assessment.
  • Analytical Testing – Precise lab analysis for hydrocarbons, heavy metals, and VOCs.
  • Plume Delineation – Mapping the extent of impact for remediation planning.

Regulatory Compliance & Support

We guide clients through complex environmental regulations, providing the documentation and support needed for property transfers, redevelopment, and compliance.

  • Property Transfer Support – Assisting lenders and buyers with environmental clearance.
  • Stability Testing (Hveem / Marshall)
  • Regulatory Permitting – Navigating state (TCEQ) and federal requirements.
